Medical Mutual is providing your Flexible Spending Account (FSA) / Dependent Care Account (DCA).  The monthly admin fee to enroll in this benefit is $2.75.

Flexible Spending Account (FSA) Overview 
An FSA saves you money. The contributions you make to an FSA are deducted from your pay before your federal, FICA and state taxes are calculated and are never reported to the IRS. The end result is that you decrease your taxable income.

Another benefit of an FSA is that it is pre-funded, meaning that you will have access to your full annual election amount at the very beginning of the plan year, regardless of the amount contributed to date. That is like having a tax-free, interest-free loan to help you pay for healthcare expenses.

The FSA covers eligible expenses for you and all of your eligible dependents, even if they are not covered under your primary health insurance plan.

Tax-Free Contributions to Your FSA
You will authorize the District to deduct a pre-tax amount for your FSA from each paycheck, up to the FSA Annual limit of $3,300.  Unused dollars can be rolled over into the next plan year but, the maximum rollover is $660.  Any amount over $660 cannot be rolled over and you will lose those dollars if not used during the calendar year for qualified expenses. 

How to Get Reimbursed

You can pay for qualified expenses with your Medical Mutual debit card.  If you pay for a qualified expense not using the debit card, you will need to file a claim for reimbursement.

For a complete list of eligible expenses see IRS Publication 502: Medical and Dental Expenses. Another great resource for a list of qualifying expenses is www.fsastore.com You are not required to purchase from the FSA Store but they include a great listing of all qualified expenses. 

Medical Mutual Debit Card
Your FSA comes with a Medical Mutual debit card that lets you use the funds in your account without having to submit claims or wait for reimbursement.a

Debit Card Acceptable Merchant
Your debit card will be accepted by ALL medical, dental, and vision providers.  Most major pharmacies/retailors also accept your debit card. However, there are some smaller entities that are not enrolled in the program that allows them to accept your debit card.  The program is called IIAS.  You can search the Store Locator to find those vendors that are enrolled in IIAS and will accept your debit card:  Store Locator (sig-is.org)

If the pharmacy or retailer is not enrolled in IIAS, the transaction will deny and you will need to file a claim for reimbursement.  Refer to the instructions below under the “How to Submit Valid Documentation for Your Debit Card Transactions or File a Claim for Expenses Paid Out of Pocket” section.

Debit Card Substantiation
Substantiation is the process we use to make sure your debit card transactions meet IRS regulations. While most transactions don’t require additional paperwork, it is important to keep all receipts and paperwork in case a claim needs to be verified as an eligible expense.

Dependent Care Account (DCA) Overview
The DCA allows you to pay for day care expenses for a dependent child, adult or elder.  Eligible services include: nursery school, nanny and or before/after school care through age 12, day care for a disabled adult child, elder day care for parent or dependent, or day camp for children through age 12. The maximum amount of tax-free contributions is $5,000 per family. 

For this account, you can only obtain reimbursement up to the amount you have contributed.  There is no pre-funding of this account.

If you are submitting a claim for a Dependent Care Expense, you will need the day care provider to complete and the Dependent Care Expense Claim Form validating the amount paid for the dependent and period covered.  If a receipt is not available, the Dependent Care Provider will need to sign the form certifying the expenses for the dates of service provided were incurred by the dependent.

If you enroll, you can access your Medical Mutual FSA on the go with Medical Mutual’s AccountLink Mobile App. AccountLink lets you manage your Medical Mutual FSA, view your account balance and profile information; and much more from your mobile device. You can download the app for free from the Apple App Store© or Google Play™ by searching for AccountLink.

How to Submit Valid Documentation for Your Debit Card Transactions or File a Claim for Expenses Paid Out of Pocket
Choose one of the following options when submitting your documentation.

Online Submission:

If you are enrolled in one of the MMO medical plans, you can access the My Spending Account page through My Health Plan:

  1. Log in or register: My Health Plan
  2. Click My Spending Accounts under the Claims & Balances tab or from the Quick Links section.
  3. Accept the Terms and click Agree and Go to visit the My Spending Accounts website.
  4. Click on the three-line menu icon at the top left of the page.
  5. Select Transaction History under the My Accounts dropdown to review transactions.
  6. To upload documentation, select Claims Activity.  Transactions requiring validation will be highlighted in yellow and listed as Action Needed. Click on the Add Receipt Button for the transaction you want to validate.

If you are NOT enrolled in the MMO medical, you must create a log in directly to the website: My Spending Accounts.

Mobile Submission:

To upload documentation via Medical Mutual’s AccountLink mobile app, download the AccountLink app from the App Store® or Google Play™ by searching for AccountLink. Once you’re registered and logged in to the app, go to Claims, click Transactions, click Transaction Details and upload your receipt.

Paper Documentation Submission:

You can mail or fax the FSA Claim Form or Dependent Care Claim Form and copy of receipts to Medical Mutual.

Important Details for your 2025 FSA

Unused 2024 Health FSA balances, up to $640, will be available in your account around May 1, 2025 that can be used for 2025 expenses.
